I'd like Caps Lock key affecting non-letter keys too. AFAIK, such a modifier is Shift Lock. Is it correct? Then, I could I have a Shift Lock key on Windows?

StickyKeys will do that for you. It's found under Control Panel / Accessibility Options in XP.
Edit> Now I think about it, that's a good way to get around Colemak's lack of CapsLock for people who find it a problem.
I'm looking for a different behavior than provided by Windows' sticky keys. Sticky keys affect only the following key press, whilst I'd like a Shift key which locks until I press it again.

Sticky keys has an option "Press modifier key twice to lock" that does what you ask.
Odd, I replied to this a few days ago, but the post isn't here.
Sticky keys has an option ("Lock modifier keys when pressed twice in a row") that when you press shift twice, it acts as shift lock, so it can do just what you need.
