Why was the S key moved over ONE spot? It seems like it would be more logical to leave it where it was and put the R key where the S key is now..
It's mainly because of often seen combination of letters. Having W and R on one finger and F and S on another requires much less use of the same finger than WS and FR.
And some other reasons, but that's the main one – reducing the same finger ratio.

While I see the benefits, I do get how inconvenient it is in terms of QWERTY-friendliness. I'd rather it be further away instead of shifted one key, since switching to the other layout CONSTANTLY gives me "s" typos until I get used to it again.
Colemak (start 11.5.12): ~80 WPM.
QWERTY: ~90 WPM.
Don't worry, everybody goes through that phase. Shai's first layouts didn't move the S but eventually he felt it had to be done despite the hit to compliance.
