Installed the windows implementation, but the touch keyboard (different than the onscreen keyboard) that comes up on the screen to type while in tablet mode is still qwerty.

Other layouts, when selected in settings, display correctly in the touch keyboard.

    Any suggested fixes?

Touch keyboard is a windows 8/10 tablet optimized thing:

It's entirely possible that the touch keyboard doesn't use the installed layout when it's not from the standard layout package. You used the MSKLC installer, right? That should work well for the system layout and I'm not sure how we'd go about getting the touch app to comply.

There are other MSKLC installers lying around the net (for IPA layouts for instance), and I suppose you could try one but I strongly suspect it'd be the same result. Or you could install MSKLC, load an existing layout and make an installer from it to test.
